The two categories, briefly
A.R.S. 28-101(38) defines a golf cart as a vehicle with at least three wheels, unladen weight under 1,800 pounds, designed for no more than 25 mph, carrying no more than four people. Nothing in that definition requires lights or grants street access. A.R.S. 28-101(56) defines a neighborhood electric vehicle as an emission-free, four-wheeled vehicle built to the federal low-speed vehicle standard in 49 CFR 571.3(b) and 571.500, which is an equipment list: headlamps, stop lamps, turn signal lamps, taillamps, reflex reflectors, a parking brake, mirrors, a windshield, seat belts, and a VIN, all from the factory. We also fix the kits somebody else installed badly, which is a steady category of its own: shared grounds, undersized wire, and accessories tapped straight off one battery in a 48V pack instead of through a proper converter. That kind of wiring shortens battery and controller life quietly, long before it causes an obvious failure.
What equipment can and cannot do
We can install and repair the full equipment list at your driveway or dock: LED headlight and tail light kits, brake light switches, turn signal kits with the column or dash switch and flasher, horns, mirrors, reflectors, and the wiring and fuse work to support it properly. What we cannot do, said plainly: issue a VIN, title or register a vehicle, or convert a golf cart into a legally built neighborhood electric vehicle. That build standard has to come from the factory. If you want a registered NEV that can legally use a 35-mph street under A.R.S. 28-966, buy one built as one.
Brakes are part of this, too
A.R.S. 28-957(C) exempts golf carts from the ordinary windshield-wiper requirement, and A.R.S. 28-957.01(A)(1) exempts a golf cart manufactured or modified before June 17, 1998 from the general windshield requirement, a date most carts on the road today do not qualify under. Lights get the attention, but working brakes are the equipment that actually prevents an incident; see brakes and tires for that side of the job.
