A cart is legally a golf cart under A.R.S. 28-101(38) only while it stays at or under 25 mph. A motor swap, controller upgrade, or gearing change that pushes a cart past that line moves it out of the golf cart category entirely, and does not hand it any of the equipment or VIN a neighborhood electric vehicle needs to use a public street.
